Add wspanialy.eu 

This commit proposes to add a small (50 active users)
Polish-language Mastodon instance that appears to be stable since
June 2023; with signups just requiring email confirmation;
contactable admin; no Cloudflare; and seems to be well federated.
The word 'wspaniały' means something like "great, fantastic,
cool". :)
